VTESS Project Phase 2 and MoU Consultation Meeting

Vientiane, August 17th, 2023 - The progress and collaboration inherent in the Vocational Training and Employment Support Services (VTESS) Project Phase 2 and Memorandum of Understanding (MoU) Consultation Meeting were evident on Thursday, August 17th, 2023, held at the Crowne Plaza in Vientiane capital. 

The event saw the presence of notable figures including Mr. Nouphan Outsa, Chair and General Director of the Department of Technical Vocational and Educational Training (DTVET) under the Ministry of Education and Sports (MoES), and Mr. Souliya Khamvongsa, Co-Chair and Deputy Director General of the Department of Employment within the Ministry of Labor and Social Welfare. Mr. Michael Fink, Country Director of Swisscontact Lao PDR, inaugurated the meeting and extended a welcome to the participants. 

The objectives of the gathering were threefold: to review the achievements of the inaugural phase of the VTESS project, present the draft MoU of the project's 2nd phase and its core elements, and to secure Governors' support for the smooth transition into Phase 2 of the project. Additionally, participants provided feedback on the proposed working plan for the upcoming phase. 

With 75 (21 female) representatives in attendance, the event encompassed participants from MoES (DTVET, Department of Non-Formal Education, Department of External Relation, Vocational Education Development Institute (VEDI)), the Ministry of Labor and Social Welfare (MoLSW), Supported by funding from the Swiss Development Cooperation (SDC). As well as participants from regions including Vientiane Capital, Xayaboury, Xiengkhuang, Oudomxay, Khammouane, and Salavan provinces. Delegates from Provincial Education and Sport, Provincial Labor and Social Welfare Offices, Provincial Governor's offices, provincial Foreign Affairs offices, the Lao Youth Union, Lao Women’s Union, representatives from the Integrated Vocational Education School (IVET) and non-formal education centers formed a diverse assembly. 

The VTESS project aims to provide vocational training and employment support services to disadvantaged youth and is implemented in collaboration with the Ministry of Education and Sports and the Ministry of Labor and Social Welfare. The first phase of the project is currently operational in five provinces and is supported by funding from the Swiss Development Cooperation. The second phase aims to build on the progress of the first phase and incorporate lessons learned.

The VTESS project aims at vocational training and labour market insertion or re-entering of schooling of the main project beneficiaries, who are people between 15 and 35 years of age, have completed primary and/ or lower secondary education only (early school leavers), and are subjected to income poverty. The main objective of the project is to improve the income and, ultimately, the livelihood of its beneficiaries.
