The steering committee was chaired by Ms. Nadia Ottiger, Deputy Director of Cooperation of SDC, and co-chaired by H.E Thorng Samon, Vice-Director General of the Directorate General of Technical Vocational Education and Training, and Mr. Chuob Ratana, Director of Tourism Development Planning Department of the Ministry of Tourism and the Secretariat of the HoKa Steering Committee, with the honourable participation of H.E Nhem Sary, Stung Treng Vice Governor, H.E. Muth Physethnea, Preah Vihear Vice Governor, H.E. Phem Phira, Kratie Vice Governor, H.E. Say Mengkim, Mondul Kiri Vice Governor and Mr. Neang Samath, Director of Provincial Administration of Ratanak Kiri province.
The meeting was kicked off with a field visit where delegates gained an insight into the extent and ways in which the programme's key stakeholders are working together to develop the market-driven skills for and improve the living conditions and livelihoods of disadvantaged youth, followed by a reflection on what was seen and a discussion on the key achievements and challenges of the programme's implementation in 2021 and the SDP's third annual plan for 2022.
Ms. Nadia Ottiger, Deputy Director of the Swiss Agency for Development and Cooperation in Cambodia, said the SDP aims to help disadvantaged youth in five northeastern provinces acquire skills, decent work, and higher income.
Addressing the meeting, Ms. Ottiger also thanked all stakeholders who contributed to the project. She stated that at the vocational training centers in Stung Treng, Kratie, Preah Vihear, Mondulkiri, and Ratanakkiri, many female students, most importantly indigenous and disadvantaged youth, have enrolled to receive training equally and gain the same skills.
H.E. Nhem Sary, Deputy Governor of Stung Treng Province, commended the Ministry of Labor and Vocational Training, the Ministry of Tourism, and SDC for their significant contribution to the human resources development in the Northeast region by providing technical skills and decent jobs with an increased income.
“I called on all stakeholders and development partners to support and provide vocational training in various fields to contribute more to the development of human resources in the Northeast region,” he urged.
Mr. Chuob Ratana, Director of Tourism Development Planning Department of the Ministry of Tourism and the Secretariat of the HoKa Steering Committee, said SDP has played an important role in the tourism sector in Cambodia.
He continued such support was crucial and in line with the Ministry’s five-year strategic tourism plan to respond to the impact of Covid-19 and revitalise the tourism sector.
Through this joint physical visit and meeting, the delegates, one hand, gained an insight into how the main actors of the TVET system in the provinces have been defined and developed. On the other hand, participants also witnessed what happened since the last steering committee in 2021, and what is going to be taken place in the future in terms of the local TVET system development processes and how the overall objective is going to be feasible to improve living conditions and livelihoods of disadvantaged youth and underpinning economic development in the target provinces through skills development take place.
Through a great collaboration of all TVET system actors, a holistic inside view could be gained from the national and sub-national level to strengthen the collective engagement of the system stakeholders for promoting dialogue, generating innovations, and setting tangible benchmarks for the year 2022 and the future.
