Skills Development Programme Phase 2 extends support to Ratanak Kiri and Mondul Kiri

The Skills Development Programme (SDP), in the second phase (2020-2024), is expanding its coverage to the north-eastern provinces Ratanak Kiri and Mondul Kiri to address income poverty. More disadvantaged young men and women and low-skilled workers will have the opportunity to access good quality Technical and Vocational Education and Training (TVET).

SDP is a project of the Swiss Agency for Development and Cooperation (SDC), in collaboration with the Ministry of Labour and Vocational Training (MoLVT) and the Ministry of Tourism (MoT), and is implemented by Swisscontact with consortium partner INBAS. The overall goal is for disadvantaged young women and men and low-skilled workers from five target provinces of Preah Vihear, Stung Treng, Kratie, Mondul Kiri, and Ratanak Kiri to gain access to decent employment and increased income.

SDP is supporting the development of the TVET system not only at the macro-level but also on the meso- and micro-level. The project puts policy into action, develops and fosters innovation, works hand in hand with partners, and ensures their ownership from the start with a clear eye on the exit strategy. SDP Phase 2 will work in close collaboration with provincial training centres to be upgraded into training institutes in the future. SDP is a project that is a result of the joint planning between the Ministries and SDC.

In total, around 12,000 beneficiaries, mainly from Preah Vihear, Stung Treng, Kratie, Mondul Kiri, and Ratanak Kiri will be directly and indirectly reached by SDP skill training interventions in phase 2. Around 5,000 disadvantaged youth and low-skilled workers will directly benefit from improved access to quality vocational skills training and linkages to employment. Almost 7,000 disadvantaged youth will be reached indirectly through training providers in other provinces as SDP increasingly focuses on institutionalisation and sustainability by collaborating closely with the MoLVT and MoT. More than 900 trainers, staff, and management of PTCs, the National Employment Agency (NEA), and regional training providers will benefit from capacity building in their respective areas of work.

Highlights of the key achievement of SDP phase 1 are as follows:

  • 4,372 (48% women) youth participated in vocational skills training and Recognition of Prior Learning (RPL) assessments.
  • 63% (57% women) of trainees were in wage or self-employment within six months after course completion.
  • The graduates earned 70% higher income within six months after training with increment up to 420%.
  • The mid-term review team of SDP Phase 1 noted that “SDP is working in a demanding environment and is achieving adequate and to some extent even excellent results.”
