The launch of a pilot of the Dual Apprenticeship Programme will be an opportunity for 75 disadvantaged apprentices (25 women) to access inclusive and innovative training and capacity building in automotive servicing and electrical building wiring.

On November 17, 2022, at TVET Park, Phnom Penh, the signing ceremony on the Tripartite Partnership Agreement between RMA Cambodia PLC, the National Polytechnic Institute of Angkor (NPIA), and the Skills Development Programme (SDP) for the pilot of the dual apprenticeship programme has taken place. The event was presided by H.E. Dr. Hing Sideth, Delegate of the Royal Government of Cambodia in charge as Director General of Directorate General of Technical and Vocational Education and Training (DGTVET), Ministry of Labour and Vocational Training (MoLVT), Mr. Ngorn Saing, Chief Executive Officer (CEO),  RMA Cambodia PLC, Dr. Mob Sinuon, Director of National Polytechnic Institute of Angkor (NPIA) and Mr. Rajiv Pradhan, Country Director of Swisscontact, with the participation of around 60 representatives from Technical Training Institutions and the private sector.

An overall goal of the Collaborative Agreement of the Dual Apprenticeship Programme is to contribute to the closure of the gap between the demand side and the supply side when it comes to skilled labor force; to build a strong public-private partnership for piloting a dual apprenticeship programme, combining classroom learning with on-the-job training to showcase and to promote the involvement of the private sector in the development of skills.

The model and best practices developed for in-company training and dual apprenticeships serve as a foundation for replication by other training providers and private companies in Public-Private Partnerships (PPP) under the Skills Development Fund (SDF).

Indeed, through this pilot programme, young women and men will access quality training in automotive servicing and electrical building wiring. In addition, a pool of selected representatives from RMA Cambodia PLC, other private companies, and Technical Training Institutions (TTI) will have the opportunity to gain capacity building and become In-Company Trainers and be able to deliver the required training programmes.

A total of 75 apprentices (25 women) are expected to be trained, to gain the required core technical competencies, and to be employed by RMA Cambodia PLC following the completion of the apprenticeship programme. A total of 20 In-Company Trainers from RMA Cambodia PLC, NPIA, other selected private companies, and TTls, are equipped with the skills to train apprentices on the job in automotive servicing and electrical building wiring. 

The Skills Development Programme (SDP) is a project of the Swiss Agency for Development and Cooperation (SDC). The SDP phase 2 (2020 to 2024) is implemented by Swisscontact in a consortium with INBAS and in collaboration with the Ministry of Labour and Vocational Training (MoLVT) and the Ministry of Tourism (MoT). The programme works closely with the government at the national and the provincial levels and with partners such as the National Employment Agency, public and non-governmental training providers as well as companies and small enterprises in the hospitality and other sectors.

The overall goal of the Skills Development Programme (SDP) is for disadvantaged young women and men and low-skilled workers in five rural provinces of Cambodia (Preah Vihear, Stung Treng, Kratie, Mondulkiri and Rattanakiri) to gain access to decent employment and increased income.
