Government of Nepal approves the implementation of the National Qualifications Framework

The implementation of the National Qualifications Framework (NQF) in Nepal was approved by the Cabinet on 3rd May 2020. It presents the basis for a formalized structure of vocational and general education learning levels. 

The development of the National Vocational Qualifications Framework (NVQF), a fundamental subcomponent of the NQF has been spearheaded by the Nepal Vocational Qualifications System (NVQS) project being implemented by the Council for Technical Education and Vocational Training/National Skill Testing Board.

NVQS's overall goal is to contribute to a systemic change of the Technical and Vocational Education and Training (TVET) structure in Nepal. A formalized structure will allow to develop, assess, improve, and recognize qualifications, thereby increasing employability of all, including people from disadvantaged groups. NVQS sees the development of the NVQF and a corresponding National Vocational Qualification Authority as key elements of the TVET reform process and the emerging TVET system in federalized Nepal.

Implementation of the NVQF will help to organize and classify all technical and vocational qualifications according to predefined levels of knowledge, skill, and attitude regardless of whether they are obtained through formal, non-formal or informal learning. Furthermore, a systemic categorization into various levels of qualifications and recognized competencies as defined by the NVQF prepares the way for permeability in-between technical & vocational and general education, credit transfers, and comparability of learning. The NVQF will be the bridge between education and the labour market for socio-economic development of the country.

With this approval, Nepal will gradually move towards a formalized skills qualification system. The successful implementation of the NQF will create an environment of educational justice in Nepal.
