Initially developed and piloted in Koshi Province with technical support from Swisscontact’s Step Up project, Shramsansar will now be scaled up to a national level. This scaling up is the result of its expansion from just three municipalities in Koshi Province to all 137 municipalities within a year of its pilot phase.
Shramsansar aims to streamline all labour market-related services into a single, user-friendly digital system, improving coordination across all levels of government. Through the platform, job seekers will gain enhanced access to employment opportunities, vocational training, entrepreneurship support, and up-to-date information on government labour policies and notices. By fostering a more dynamic and inclusive labour market, this initiative is set to transform employment services in Nepal.
The MoU was signed by Dandu Raj Ghimire, National Programme Director, Joint Secretary & Spokesperson of MoLESS, and Sanjay Karki, Country Director of Swisscontact Nepal. The event was attended by Rt. Hon. Prime Minister K.P. Sharma Oli, alongside other key dignitaries, including MoLESS Minister Hon. Sharat Singh Bhandari.
This MoU represents a strategic advancement in strengthening Nepal’s labour market ecosystem.
The Fifth National Labour and Employment Conference commenced with an inaugural address by Rt. Hon. Prime Minister K.P. Sharma Oli, who officially declared the ‘Decade of Internal Employment Generation’. Organised by MoLESS, the two-day conference convened key stakeholders, including government officials, industry experts, and international partners. Discussions focused on identifying high-potential sectors for job creation and shaping policies to promote decent employment opportunities within Nepal.
According to the 2021 National Population and Housing Census, over 60% of Nepal’s workforce falls within the 15–65 age bracket. However, the country faces the challenge of fully harnessing this demographic window of opportunity. While foreign employment remains a key economic driver, there is an urgent need to shift focus towards strengthening internal employment generation through skill development, entrepreneurship, and job creation.
The Step Up project, financed by the Happel Foundation and other donors as part of the Swisscontact Development Programme and co-financed by the Swiss Agency for Development and Cooperation SDC, has played a key role in supporting labour market reforms in Koshi Province through Shramsansar. Now, the nationwide expansion of Shramsansar will be instrumental in addressing gaps in labour market services across Nepal by providing data-driven insights to policymakers, improving job-matching services, and fostering inclusive economic growth. This marks a transformative shift in Nepal’s employment landscape, reinforcing the country’s efforts towards a more robust and sustainable labour market.
