A cooperation between the Ministry of Labour and Vocational Training and the Liechtenstien Development Service on Digital Learning Materials for TVET

Phnom Penh, 30 March 2023. The Ministry of Labour and Vocational Training (MLVT) and the bilateral donor agency of Liechtenstein Development Service (LED) are joining forces to strengthen the digitalization of vocational education and training in Cambodia. For this purpose, the project “Digital Learning Materials for TVET (DLM4TVET)” will support the digitalization of TVET in various ways.

Digitalization is a vast area and multiple actors are active in it. Coordination is therefore key to make most of the available resources. The project will assist the Directorate General of TVET to oversee and coordinate the relevant ongoing and planned activities regarding digitalization in TVET.

Having good learning materials is an important part of any skill development system. At the same time, developing quality learning materials is a challenging task requiring adequate pedagogical and technical expertise and financial resources. Taking a learning-by-doing approach, the project will develop digital learning materials while further strengthening local expertise and involving the central authorities in each step of the process.

"This first project focuses on learning materials – an important puzzle piece in any training system.[...] For LED, I wish that the registration as development partner can be achieved soon. This would provide Liechtenstein the basis to further engage in bilateral development cooperation. The envisioned support of 1.2 – 1.6 Mio USD per year from LED would mean, that Liechtenstein’s support for Cambodia would amount to 30-40 USD per Liechtenstein citizen annually. "Important relevant stakeholders that the project cooperates with are DGTVET, which has the Department of Standards and Curriculum responsible for this project implementation and 14 selected Technical Training Institutes (TTIs) leading in digitalisation of TVET. Representatives from the 14 TTIs will receive training of Master Trainers in e-pedagogy and methodology and can serve as technical assistants and Master Trainers. The Master Trainers will train teachers in their institutions in e-pedagogy and development of digital learning materials, and support them to use these materials in their training to TVET students."

In order to find a systemic solution for this demanding task, the project will support the Directorate General of TVET to explore options for institutionalizing the provision of expertise in e-pedagogy and learning material development. Learning from the hands-on work on educational materials will enable well-informed decisions.

The project is being implemented by Swisscontact, a profiled and well-known organization focusing on TVET and active in Cambodia for many years. For the two-year project LED has foreseen a total funding of 550,232 USD. The cooperation between the Ministry of Labour and Vocational Training and LED has been formalized in a Memorandum of Understanding, which has been signed on 30 March 2023.

Digital Learning Materials for TVET II (DLM4TVET) supports the digital transformation of Cambodia’s Technical and Vocational Education and Training (TVET) system by strengthening institutions to develop and use high-quality digital learning materials. The project helps ensure that these materials are relevant, easy to access, and sustainably integrated into everyday teaching and learning. By improving the systems and processes behind digital content creation, and by training TVET teachers and instructors to use these tools effectively, the project ultimately benefits learners across Cambodia.
