SeT4SME Institutionalisation 

Improving Small Package E-Trade for SMEs (SeT4SME) is a two-year project (2021-2022) for Global Alliance for Trade Facilitation, implemented by Swisscontact in partnership with the Ministry of Commerce (MoC). The project aims to support Cambodia for an improved trade performance and inclusive growth in the country through enhancing trade facilitation implementation with improved transparency in trade practices and reduced time and cost of cross-border e-trade. To address key sectoral challenges in the public and private sector domains the SeT4SME project was designed into two workstreams:

Workstream 1

Support for advanced data exchange of critical customs and security information electronically between Cambodia’s Postal operator and customs administration for expedited customs clearance procedures of the postal items through the development and implementation of Electronic Advance Data (EAD).

  • Development of a fully operational national EAD interface between ASYCUDA of GDCE and CDS of Cambodia Post, with customs and postal officials trained
  • Change management workshops conducted (awareness raising, technical exchanges)
  • Complementary support to GDCE and Cambodia Post

Workstream 2

Support for strengthening of the capacity of key stakeholders in the small package export sector, to maximize the impact the EAD implementation. That work will include helping establish a new online portal that serves as an e-trade 'one-stop' service point for MSMEs to ship goods internationally and upscale their export capabilities.

  • Capacity of SMEs developed through Small Package Exporter Champions (SPEC) Program
  • Technical assistance to CWEA provided to develop e-trade portal along with training provided
  • Postal service enhanced for small package exports by SMEs, through digitizing data filling, capturing, and processing
