EBN

The Ecosystem Builder Network (EBN) organises quarterly meetings to foster collaboration and information exchange among development partners, government agencies, and ecosystem builders. These gatherings provide a platform for participants to learn about each other's programs, identify market gaps, and explore opportunities. Consequently, this facilitates the design of targeted programmes and enhances collaboration of the system’s actors.  

Background

We piloted EBN, in 2022, through the Entrepreneurship Ecosystem Building Project (EEB), a joint collaboration with Khmer Enterprise, USAID’s WE Act Project through Pact Cambodia, and Swisscontact. EBN events under the EEB project catered to development partners, ecosystem builders, and government agencies to catalyse the efforts bringing meaningful change to build entrepreneurial ecosystem. The aim was to create a space through which development partners, ecosystem builders, and government agencies could learn more about each other’s programmes and identify market gaps and opportunities. This would enable development partners and ecosystem builders to design their programmes to fill in market gaps, as well as strengthen collaboration among the actors involved in building the ecosystem. 

Realising the success of EBN events, it was incorporated into the 3Ei initiative to ensure the continued impact on the entrepreneurial ecosystem.  

Objectives

  • Connecting and Learning: providing a dynamic platform for the members to discover, understand, and learn from each other's programmes. By facilitating open dialogue and knowledge-sharing, we empowered EBN members to identify market gaps, explore untapped opportunities, and forge impactful collaborations. 
  • Strengthening through Collaboration: together with like-minded partners and organisations, EBN seeks to create a unified front dedicated enriching the exchange of knowledge and fostering best practices. By engaging in joint activities, EBN fosters a culture of cooperation that amplifies the collective impact on the entrepreneurial landscape, making the overall system stronger.  
  • Pioneering a Cohesive Approach: EBN envisions a future where Cambodia's entrepreneurial ecosystem functions seamlessly. To realise this, EBN develops an Entrepreneurial Ecosystem Roadmap (EER) that outlines clear strategies, action plans, and policies. The goal of EBN is to facilitate a more cohesive and effective approach to support budding entrepreneurs, innovators, and startups throughout their journey. The Thematic Coordination Advisory Groups (TCGs) oversee the roadmap. 

Vision

The vision is to cultivate a thriving entrepreneurial landscape in Cambodia. By engaging development partners, government agencies, and ecosystem builders for sustainable growth and prosperity. EBN aims to be the catalyst that empowers changemakers, startups, and organisations to connect, learn, and co-create, unlocking the full potential of Cambodia's entrepreneurial ecosystem.

2022
EBN kicks off to successfully mobilise leading development partners and government agencies
The Ecosystem Builder Network (EBN) kick-off event was held on March 10, 2022. The event was attended by leading development partners, ecosystem builders and government agencies, including UNDP, UNIDO, USAID, GIZ, ILO, Oxfam, CPSA, TSC, EDF, iDE, Pact, Khmer Enterprise, and Swisscontact. EBN meetings successfully deep-dived to map out concrete programmes/activities, discussed and identified specific areas of synergy and collaboration opportunities among EBN members. EBN engaged a total of 72 participants representing 27 organisations from the government, development partners and ecosystem builders. 
2023
EBN incorporated into the 3Ei Initiative 
The EBN event under the 3Ei initiative was built on the progress of EBN of the EEB project. EBN membership expanded to 33 members and was primarily focused on 3 objectives including the development of the 5- year Cambodia Entrepreneurial Ecosystem Roadmap (EER) and forming a working members to oversee the development of the roadmap.
2024
EBN Consultations Supporting the Entrepreneurial Ecosystem Roadmap (EER) Development
The EBN under the 3Ei initiative convened ecosystem actors to strengthen coordination and identify collaboration opportunities. 3 EBN events engaged 69 participants included consultations to share roadmap updates and gather input from EBN members during the development process. The events shared preliminary roadmap progress, used the Isenberg Model to structure discussions, highlighted challenges and recommendations from focus group discussions, interviews, and surveys, and validated progress through an updated programme map of 190 active and 20 future initiatives, informed by insights from over 300 entrepreneurs and the 2023 Gender Lens Investing Landscape Study.
2025
EBN Engagements Advancing the Entrepreneurial Ecosystem Roadmap (EER)
The EBN continued to serve as a coordination platform for ecosystem actors to align efforts around the Cambodia Entrepreneurial Ecosystem Roadmap. 3 events brought together 59 actors representing 30 organisations. Discussions laid the groundwork for operationalising the roadmap through the Thematic Coordination Groups (TCGs) and the mapping of current programmes to align with the domain actions.
2026
EBN Advancing the Operationalisation of Cambodia’s Entrepreneurial Ecosystem Roadmap
The 2026 operationalisation strategy focus on formalising Thematic Coordination Advisory Groups (TCGs). The TCGs provide technical and strategic inputs to advance priority roadmap actions, strengthen coordination among ecosystem actors, and support learning and adaptation. The EBN serves as a cross-TCG platform, enabling members to convene, share updates, and enhance visibility and coordination of the roadmap implementation progress.

The 13th Ecosystem Builders Network (EBN) meeting, held on March 5th, 2026, marked the next step in coordinating implementation of the Entrepreneurial Ecosystem Roadmap (EER) 2025-2035. Building on the progress achieved throughout 2025, including the official launch of the roadmap, the session focused on advancing coordination mechanisms, clarifying participation in the Thematic Coordination Advisory Groups (TCGs), and introducing tools that will support collaborative implementation in 2026.

EBN 12: Operationalizing Cambodia’s Entrepreneurial Ecosystem Roadmap for Collective Action
The 12th Ecosystem Builder Network (EBN) meeting, held on 7th October 2025 at Khmer Enterprise, marked the next phase in operationalizing the Entrepreneurial Ecosystem Roadmap (EER) 2025-2035. Building on the finalized roadmap and the introduction of Thematic Coordination Advisory Groups (TCGs) during EBN 11, this session focused on defining roles and responsibilities for TCG members, identifying potential organizations to take part, and introducing new coordination tools to support implementation.

The 11th Ecosystem Builder Network (EBN) meeting, held on 14th August 2025, marked an important step towards finalizing the Entrepreneurial Ecosystem Roadmap. Building on the roadmap validation and program mapping conducted during EBN 10, this session focused on finalizing the Entrepreneurial Ecosystem Roadmap (EER), prioritizing domains for coordinated action, and introducing mechanisms to drive implementation forward.

The 10th Ecosystem Builder Network (EBN) meeting, held on 18 March 2025, marked a significant milestone in the development of Cambodia's entrepreneurial ecosystem. The event brought together key stakeholders to achieve two primary objectives: validating the progress of the entrepreneurial ecosystem roadmap through insights from over 300 entrepreneurs and refining recommendations with a focus on sustainability and gender inclusivity.

EBN 4: Explore Exciting Opportunities with the Cambodian Entrepreneurial Ecosystem
On 28th April 2023, the 4th meeting of the Ecosystem Builder Network (EBN) and the first one of 2023 was held in Phnom Penh and was attended by 30 members of the EBN representing development partners, ecosystem builders, and government agencies. The EBN was launched in 2022 under the Entrepreneurship Ecosystem Building (EEB) initiative of Khmer Enterprises, USAID’s WE Act through Pact Cambodia, and Swisscontact. EBN now is a part of the Enhancing Entrepreneurial Ecosystem and Investments initiative jointly implemented by Khmer Enterprise and Swisscontact.
