Since its launch in 2022, the EBN platform has served as a vital coordination mechanism, bringing together over 40 institutions across government, development partners, and ecosystem builders. Through quarterly meetings, EBN has fostered collaboration by mapping existing resources and identifying gaps and market opportunities to strengthen Cambodia’s entrepreneurial ecosystem. The roadmap itself is the product of this ongoing collaborative effort among EBN members, consolidating insights across six domains—Support, Finance, Market, Policy, Human Capital, and Culture—and presenting 19 actionable, time-bound recommendations to guide ecosystem strengthening efforts.
EBN 11 provided a space to present the finalized draft of the roadmap and outline its impact pathway. Participants engaged in group discussions to verify program-mappings and prioritize domains for collective action. The meeting also introduced Thematic Coordination Groups (TCGs), envisioned as voluntary, multi-stakeholder bodies tasked with driving implementation across each domain. These groups are expected to play a central role in translating strategic recommendations into tangible outcomes.
Discussions emphasized the importance of strong leadership to drive the operational modalities. Organizations also expressed interest in joining multiple domains as well as the need for flexible formats, quarterly consultations, and leveraging EBN as a platform to share progress and milestones.
Roles and responsibilities for TCG leads and members were also defined. Leads are expected to co-develop agendas with government counterparts, facilitate action, and monitor progress. Members would contribute to implementation and align their activities with the roadmap’s strategic direction. To ensure efficient coordination, participants proposed simple tools for tracking progress and emphasized the importance of minimizing administrative burden.
As the roadmap moves into its implementation phase, EBN remains committed to fostering collaboration and ensuring strategic alignment. The 11th meeting reaffirmed the network’s role in shaping Cambodia’s entrepreneurial future through shared ownership, practical coordination, and evidence-based action. The Entrepreneurial Ecosystem Roadmap soft launch, scheduled for mid-September 2025, marks an important milestone in our collective efforts to strengthen Cambodia’s entrepreneurial ecosystem to drive systemic change.
