The collapse of public services, ongoing currency devaluation, and widespread unemployment have pushed over 75% of the population below the poverty line. Youth and women are disproportionately affected, with limited access to stable income opportunities. Regional instability continue to strain already fragile systems. 

Despite the challenges, Lebanon’s private sector, particularly small businesses and agricultural producers, demonstrates resilience and potential for recovery, driven by a strong entrepreneurial spirit and a skilled workforce.

Our approach

Swisscontact has been active in Lebanon since 2019, working to create inclusive economic opportunities and support local resilience. We promote inclusive economic development by strengthening systems that enable vulnerable populations to access dignified work and livelihoods. We work across three core pillars:

  • Skills and employment, supporting youth and marginalized groups through tailored vocational training, coaching, and work-based learning.
  • Market access for MSMEs, enhancing the productivity and sustainability of small enterprises, particularly in agriculture and construction, by improving their access to inputs, services, and buyers.
  • Private sector and ecosystem engagement, fostering collaboration among public, private, and civil society actors to co-create solutions that respond to real market needs and generate long-term impact.

 Our interventions are guided by principles of local ownership, conflict sensitivity, and adaptability. We invest in the capacities of partners, from technical schools to cooperatives and private businesses, and we facilitate systemic change by addressing root causes of exclusion and fragmentation within the labour and enterprise ecosystems.

TAFAWOQ - Youth employment and skills
The Tafawoq project initially started off as a Coaching for Employment and Entrepreneurship project. Due to the economic crisis in Lebanon, assessments were done on the local contextual needs so we could increase the impact and guarantee labour market insertion. Some of these assessments included the weakened economy’s ability to take in an additional supply of skills, data analysis on the youth target groups, market demand, and how to offset the disadvantages marginalized youth face, all of which constitute barriers to labour market entry.
