Subas joined Swisscontact Cambodia in March 2025 as the Team Leader for the Skills Development Programme (SDP). He brings over 17 years of experience in the Technical and Vocational Education and Training (TVET) (TVET) sector, including more than 11 years in leadership roles managing bilateral TVET reform initiatives with annual budgets of up to CHF 3 million. Before moving to Cambodia, Subas served as Team Leader at the Nepal Vocational Qualifications System Project (NVQS-P) with Swisscontact Nepal, where he led the implementation of national-level skills certification and recognition systems.
From 2015 - 2022, Subas led SDC-funded programmes at Helvetas, where he managed Nepal’s first dual vocational training programme across 22 technical schools. He also facilitated with industry partners (employers association and partner companies), government ministries and authorities to develop the Dual VET apprenticeship model in Nepal and played a key role in post-earthquake reconstruction by leading large-scale on-site training programmes funded by SDC and then DFID that was recognised by Nepal’s National Reconstruction Authority.
Subas is also known for his effective leadership style. He has managed teams of up to 70 professionals across multiple provinces, promoting adaptive project management, high-performing teams, and sustainable programme outcomes. Since 2014, he has served as an assessor for the International Project Management Association (IPMA) Project Excellence Award.
