How Swisscontact’s dual education is transforming lives in Colombia

In Colombia, one of the biggest challenges in the labor market is the disconnect between what students learn in classrooms and what companies actually need. Young people often graduate with limited opportunities, while businesses struggle to find qualified personnel. The Swiss Cooperation program, through its Colombia + Competitiva programme – funded by the State Secretariat for Economic Affairs (SECO) and implemented by Swisscontact – is driving an innovative response to this challenge: dual education.

This model combines theoretical classroom training with practical experience in leading companies, fostering a synergy between learning and workplace experience.
Through this approach, Swisscontact contributes to building a future where education and employment progress hand in hand.

A transformative first step in Cali

The city of Cali has become a living laboratory for this model. In partnership with leading companies in Colombia and Latin America – such as Colombina, Ingenio Riopaila-Castilla, Harinera del Valle, and Ingenio Mayagüez – a pilot program was launched that enabled 60 workers to complete specialized dual training programs.

These programs go beyond technical skills. In addition to 150 hours of structured training, participants developed socio-emotional skills such as teamwork, adaptability, and problem-solving. These skills enhance their employability and deliver direct benefits to the companies.

For the workers, this means greater job stability and better career prospects.
For the companies, it means having access to more qualified, efficient, and motivated talent.

Partnerships that drive sustainable impact

This initiative is not carried out in isolation. Swisscontact has collaborated closely with universities, technical institutes, regional development agencies, and business associations to co-create the training programs.

Partners such as the Universidad Autónoma de Occidente, the Politécnico Internacional de Occidente, and the Private Council for Competitiveness ensure that the model is relevant, inclusive, and scalable.

A scalable model: Swiss inspiration, Colombian innovation

The success of the pilot program in Cali has inspired a second phase that will train 90 young people in strategic sectors. This expansion is co-financed by the Swiss Cooperation program and the Government of Valle del Cauca, demonstrating the true potential of dual education: a systemic transformation that benefits youth, businesses, and the economy as a whole. The model draws inspiration from Switzerland’s renowned dual education system – a cornerstone of its innovation-driven economy. By adapting it to the Colombian context, Swisscontact and its partners are not only offering training programs but also laying the foundation for a more competitive, inclusive, and sustainable economy.

The value of donors

This transformation is helping to close the gap between education and employment, offering workers and young people access to opportunities that truly change lives. In Valle del Cauca, for example, the unemployment rate dropped from 12.3% to 10% in just one year, and programs like this are part of that positive trend.

The results are tangible: companies have hired more motivated and better-prepared personnel, while participants have developed not only technical skills but also life skills that strengthened their confidence and decision-making abilities.

Swisscontact has successfully captured the interest of numerous Colombian companies eager to learn more about the impact and lessons from the pilot dual training program. This pioneering initiative is demonstrating how collaboration between businesses, universities, and government entities can be a powerful driver of competitiveness, while also promoting a more applied and market-aligned education model.
