Cursos cortos de formación para la promoción del empleo (ingl.)

The program financed by the Swiss Agency for Development and Cooperation (SDC) and implemented by Swisscontact with the Ministry of Vocational Training and Employment (MVTE) aims to improve the employability of young people and the attractiveness of vocational training (VT). Started in June 2013, it brings together the main public VT providers, as well as the private sector, by systematically associating the professional branches concerned. The Program thus contributes to establishing public-private partnerships and facilitating the emergence of "multi-stakeholder" governance. At the end of its pilot phase of 3 years in 2016, the program benefits from an excellent synergy generated with the partners mobilized through its various components.

El proyecto

The first component is the «public-private certified specialization modules" which allows a post-diploma certifying specialization that complements the Tunisian VT system. This project is implemented in public training centers and offers post-diploma training modules for young people and professionals to specialize according to the needs of the labor market. Certification benchmarks are established jointly between VT centers and sector professionals.


The second component aims to reinforce the practical aspect of the training provided in agricultural training centers, often requested by employers and new developers, while at the same time strengthening the integration of centers into their economic environment.


The "training companies" (TCs) component consists of genuine companies whose mission is the practical training and professional integration of its employees, unemployed and first-time job seekers. Placed for a three-month period in TCs, these temporary employees are supervised by a permanent team of experienced professional trainers. Based on an existing concept and on a transfer of know-how between Switzerland and Tunisia, this innovative project constitutes both a training device and a highly effective professional insertion system with an insertion rate of around 80 %. It also provides service to companies wishing to recruit young graduates at lower risk.


The "skills training" component has been implemented to reach the most disadvantaged regions: the program organizes short-term training courses (less than one month) targeted to specific, almost exclusively practical needs, "tailor-made’’ defined and organized "according to the needs of the target audience, with specific objectives defined on a case-by-case basis following an upstream needs analysis.


The fifth component of the program aims at supporting the National Public Service Reform Plan. It is a flexible component of institutional support which has the MVTE as its prime partner and the body responsible for the implementation of the reforms. It consists essentially of methodological support to the project management unit (PMU) responsible for coordinating and monitoring reforms.
Finally, the O + HR component that aims to make the valorization of human resources (HR) a key variable in the competitiveness of the company, by inducing structural adjustments through awareness raising and training for entrepreneurs as well as HR managers, with a strong emphasis on HR integration, enhancement and sustainability.

Resultados

Main results of the programme since its inception :

  • Establishment of 11 public-private certified training platforms.
  • Public-private construction of 3 innovative pedagogical models for agricultural vocational training.
  • Strengthening of the network of training companies, which currently includes 8 functional companies
  • Development of 3 certification training courses adapted to Tunisian enterprises.
  • Supports to the Ministry for the piloting of the reform of the national vocational training system.
  • Trained 5,964 people, 54% of whom are women and 76% of whom are young people
  • Certified training of 584 trainers and supervisors
  • Vocational integration rate, income improvement rate and satisfaction rate of young agricultural promoters is between 70 and 80% depending on the scheme
  • 39 partners involved, including 16 from the private sector
  • More than 500 companies recruit new staff under the programme
  • Ongoing developments with the Ministry and concerned agencies for funding the trainings under the national mechanisms for integration and training

Túnez enfrenta grandes desafíos sociales y económicos. Su crecimiento económico es débil, y el desempleo juvenil es elevado y persistente. Otro problema es que quienes buscan empleo no tienen las cualificaciones necesarias para satisfacer las exigencias del mercado laboral. El proyecto promueve la formación profesional práctica y con ello la integración de hombres y mujeres jóvenes al mercado laboral.
