The Request for Quotation (RfQ) No. 1 dated August 7, 2025, includes the following annexes:

  • Annex 1 – Technical, qualitative, and quantitative specifications of the procurement subject;
  • Annex 2 – Qualification and other requirements for bidders and methods of verification;
  • Annex 3 – Draft contract;
  • Annex 4 – “Price Offer” form.

Proposals submitted after the deadline will not be considered.

This procurement is funded under the international technical assistance project No. UR_01_002-11-14 – SIPPO Imp. Prom. Prog. 2021–25, Aufust.UA “Swiss Import Promotion Programme (SIPPO)”, registered by the Secretariat of the Cabinet of Ministers of Ukraine (registration number 5462 dated March 15, 2024). The procurement falls under the relevant category of goods, works, and services.

The SIPPO project is implemented under the Agreement between the Government of Ukraine and the Swiss Confederation on Technical and Financial Cooperation dated October 13, 1997, and is exempt from taxes, duties, and VAT in the partner country. Therefore, this procurement is not subject to VAT.

Swiss Import Promotion Programme
The Swiss Import Promotion Programme (SIPPO) is a well-established mandate of the State Secretariat for Economic Affairs (SECO) within the framework of its economic development cooperation. The programme has been implemented by Swisscontact since 2017 and is now in phase 3.

The overall objective of SIPPO is to integrate developing and transition countries into world trade. In a facilitation role, SIPPO advises and supports so-called Business Support Organisations (BSOs) in 11 partner countries. Through innovative and targeted export promotion services, BSOs strengthen the export capabilities of companies intending to export and facilitate market access and exports to Switzerland, the EU, and regional markets.
