The training programme engaged a total of 503 participants- 234 from Naogaon and 269 from Satkhira- including UP Chairmen, Administrators, Ward Members, UP Administrative Officers, Accounts Assistant Cum Computer Operators, and UDC Entrepreneurs. Their collective participation created a diverse learning space where elected and appointed officials reviewed local challenges, shared best practices, and strengthened their understanding of systematic local development planning. The sessions emphasised practical, hands-on learning. Key components included peer learning, fostering a positive institutional attitude, developing Union Parishad Vision statements, resource mapping, and step-by-step orientations on planning and budgeting processes. Through group exercises, presentations, and structured discussions, participants analysed their existing practices and identified gaps and opportunities for improvement.
As a direct outcome, each participating Union Parishad committed to preparing an inclusive Vision and a realistic Five-Year Development Plan, supported by annual budgets and maximum utilisation of local resources. Participants also pledged to enhance transparency, accountability, and cross-departmental coordination within their institutions.
The initiative began with a key question: What happens when the people who know their communities best plan their own visions and future steps? To answer the question, the sessions designed in a way which enabled UP representatives to identify local needs, challenges, and opportunities through participatory methods, ensuring that development plans truly reflect community priorities.
Overall, the training marked a significant shift from isolated, practice-based planning toward structured, vision-driven development processes in both coastal Satkhira and Barind Naogaon. By strengthening local governance capacities, the GO4IMPact programme is supporting Union Parishads to lead more inclusive, climate-resilient, and community-centred development efforts.
