Swisscontact is an independent non-profit development organisation established in 1959 by representatives of the Swiss private sector and civil society. Our development work focuses on private sector-led, sustainable economic development with improved quality of life for all in developing and emerging countries. A key focus is to strengthen the skills of individuals and foster the competitiveness of businesses.

The Swiss Skills for Competitiveness (SS4C) programme is a Swiss‑funded initiative implemented by Swisscontact to support Indonesia's economic development by strengthening the relevance and quality of skills in line with private sector needs. As one of Swisscontact flagship programs, SS4C works with a wide range of actors across the skills ecosystem, including public vocational institutions, government bodies, training service providers, business associations, and companies in key economic sectors such as manufacturing, food processing and tourism.

SS4C focuses on private sector competitiveness, systemic change, and sustainability. The programme increasingly positions skills development as a lever for business performance, adopts a facilitative role, and supports locally owned, market‑based solutions. This requires deeper private sector engagement, stronger public-private collaboration, and adaptive, partnership‑driven ways of working.

Manager - Private Sector Engagement & Business Development (Tourism Sector)

Job Brief

To achieve SS4C's strategic objectives and strengthen system-level collaboration, Swisscontact is seeking a Manager for Tourism Private Sector Engagement and Business Development, with openings available in Jakarta and Bali. The Manager will lead Swisscontact&rsquo tourism-sector activities in Bali and Lombok, drive strategic partnerships with companies, business associations, and service providers, and support the development of market-oriented skills and HR solutions that respond to business needs. By identifying human resource challenges, partner incentives, and opportunities for scalable collaboration, the role will help strengthen workforce readiness, enterprise performance, and long-term sustainability in the tourism sector.

Your Tasks

  • Oversee the overall management and delivery of SS4C tourism-sector interventions in Bali and Lombok, ensuring progress towards programme objectives and results.
  • Lead the design and development of intervention strategies that introduce innovative and sustainable training models in the tourism sector, with a focus on improving productivity, workforce readiness, and business competitiveness.
  • Identify partnership opportunities, negotiate collaboration agreements with private-sector partners, and support the introduction and implementation of relevant human resource solutions and service models.
  • Facilitate collaboration among companies, business associations, intermediary institutions, and education or training providers, including co-investment and innovative financing models where feasible.
  • Manage partnership agreements with private and public sector partners, including implementation oversight, partner coordination, and budget management.
  • Contribute to business development efforts by identifying and engaging potential funders and development partners to mobilise resources for programme components, pilot initiatives, or new project opportunities in the tourism sector.
  • Supervise one Senior Programme Officer, ensure effective coordination with the SS4C team in Jakarta, and report directly to the SS4C Programme Manager.

Requirements

  • Bachelor's degree (required) in Business, Human Resource Development, Tourism Management, Economics, International Development, or a related field a Master's degree is an advantage.
  • At least 15 years of relevant professional experience in business development, private sector engagement and partnership, business or human resource advisory, tourism development, or market facilitation roles.
  • Strong networks and understanding of Indonesia's tourism sector dynamics and skills/human resource development landscape is highly preferred.
  • Demonstrated experience and results in engaging, developing and managing partnership with private sector actors (companies, associations, service providers) as well as international development actors/donors, ability to credibly engage senior counterparts and drive outcomes through influence.
  • Strong project management, team management, budget management and organisational skills comfortable working adaptively in dynamic environments where priorities may evolve.
  • Excellent business mindset, analytical thinking, negotiation, and communication skills, including the ability to produce concise partnership pitch and ideas to stakeholders.
  • Excellent communication skills in Bahasa Indonesia and working proficiency in English (written and spoken).
