Entrepreneurship Mentor Development Program (EMD)

The Entrepreneurship Mentor Development Program (EMD) aims to strengthen the quality and effectiveness of mentorship within Cambodia’s entrepreneurial ecosystem by developing a recognized pool of qualified and professional mentors. The program focuses on enhancing mentor capacity to deliver structured, practical, and relevant support to startups and MSMEs, contributing to more consistent and impactful mentorship outcomes nationwide.

Background

The Entrepreneurship Mentor Development Program (EMD) was designed in response to evidence from the Social Network Analysis (SNA) studies and the Gender Lens Investing (GLI) Landscape Study, which highlighted gaps in mentorship quality, consistency, and accessibility within Cambodia’s entrepreneurial ecosystem. The SNA findings showed that while mentors are generally well connected, many lack formal mentoring training and structured support, while the GLI Study, conducted by Swisscontact in collaboration with the Sasakawa Peace Foundation (SPF), identified mentorship as a critical enabler for women‑led enterprises and investment readiness, alongside gaps in the availability of qualified and gender‑sensitive mentors. 

Building on these insights, the Inclusive Mentoring Network for Entrepreneurs (IMNEt) was implemented under the Mentorship Pillar of the 3Ei initiative to pilot structured and gender‑sensitive mentorship support in Battambang and Siem Reap. Drawing on the lessons from IMNEt, the Entrepreneurship Mentor Development Program (EMD) was launched in 2026 as a national‑level initiative, implemented by the AUPP Technology Centre in partnership with Swisscontact and the Sasakawa Peace Foundation, supported by the Ministry of Post and telecommunication (MPTC) and The Capacity Building Research and Development (CBRD) Fund to strengthen mentor capacity, introduce standardized mentor development and certification, and establish a recognized national mentor pool to support entrepreneurs across Cambodia.

Objectives

Strengthening Mentor Quality and Consistency: EMD aims to enhance mentors’ capacity to provide structured, practical, and relevant support to early stage entrepreneurs through targeted training, applied mentoring practice, and guided networking. 

Developing a National Mentor Pool: The program seeks to establish a recognized and standardized pool of qualified mentors who can support startups and MSMEs across Cambodia, enabling broader and more equitable access to quality mentorship services. 

Scaling Mentorship Impact Across the Ecosystem: By strengthening mentor capability and fostering continued engagement through alumni and networking mechanisms, EMD contributes to a more inclusive, sustainable, and well coordinated entrepreneurial ecosystem.

Vision

The vision of the Entrepreneurship Mentor Development Program (EMD) is to build a strong, high quality mentorship ecosystem that empowers Cambodian mentors and entrepreneurs to thrive and compete at national, regional, and global levels. Through professionalized mentorship and ecosystem engagement, the program aims to support sustained entrepreneurial growth and innovation.

2023
Laying the foundation through IMNEt 
The Inclusive Mentoring Network for Entrepreneurs (IMNEt) was implemented to strengthen local mentorship capacity, with a focus on supporting womenowned enterprises. Two cohorts of mentors and mentees were trained and matched in Battambang and Siem Reap, in total of 50 mentors and 46 mentee, generating valuable lessons on mentor development, structured mentoring, and ecosystem engagement.
2025
Transitioning from pilot to national approach
Following the conclusion of IMNEt, insights and feedback gathered from mentors, entrepreneurs, and Entrepreneur Support Organizations (ESOs) informed the design of a more scalable and structured mentorship initiative. In partnership with AUPP Technology Center, the program has evolved to expand its scope nationwide. This transition underscores the need to establish standardized mentor competencies, introduce formal recognition mechanisms, and develop a nationally coordinated pool of certified mentors.

Launching the Entrepreneurship Mentor Development Programme
The Entrepreneurship Mentor Development Program was launched on 05 March 2026 by AUPP Technology Center (ATC) in partnership with Swisscontact Cambodia and the Sasakawa Peace Foundation (SPF) under the Enhancing Entrepreneurial Ecosystem and Investments (3Ei) initiative, with support from the Ministry of Post and Telecommunications (MPTC) through the Capacity Building, Research and Development (CBRD) Fund. The program introduced a structured approach combining mentor training, practical mentoring engagement, guided networking, and the introduction of a national mentor certification to formally recognize qualified mentors.

Entrepreneurship Mentor Development Program Officially Launched to Strengthen Mentorship Quality in Cambodia
Phnom Penh, 05 March 2026: The Launching Ceremony of the Entrepreneurship Mentor Development Program was held today at the American University of Phnom Penh Technology Centre (ATC), marking the official start of the Entrepreneurship Mentor Development Program supported by the Ministry of Post and Telecommunication (MPTC) and The Capacity Building Research and Development (CBRD) Fund. The program is implemented by ATC in partnership with the Sasakawa Peace Foundation (SPF) and Swisscontact Cambodia under the Enhancing Entrepreneurial Ecosystem and Investments (3Ei) initiative, funded by Khmer Enterprise, Swiss Agency for Development and Cooperation (SDC), and Korea International Cooperation Agency (KOICA).
