Entrepreneurial Ecosystem Roadmap 2025–2035

The Entrepreneurial Ecosystem Roadmap (EER) 2025–2035 provides a shared strategic framework to strengthen coordination, alignment, and collective action across Cambodia’s entrepreneurial ecosystem. This road map brings together ecosystem actors across government, development partners, investors, and Entrepreneur Support Organisations (ESOs) to identify systemic gaps, align priorities, and guide coordinated interventions that support start-ups and MSMEs across different stages of growth.

Background

The Entrepreneurial Ecosystem Roadmap responds to a growing need for a more coordinated and structured approach fostering entrepreneurship in Cambodia. Over recent years, the ecosystem has expanded rapidly, but the support has remained fragmented, with gaps in financing, uneven access to services, and limited alignment across programmes and institutions.

In 2022, the roadmap development process commenced when members of the Ecosystem Builder Network (EBN) identified need for a structured framework to strengthen coordination and alignment with national priorities. In 2023, a dedicated working group formalised this effort with an extensive consultation process involving ecosystem actors across the country.

As a living document, the roadmap provides a long‑term reference point to support learning, adaptation, and continuous improvement of ecosystem interventions over time.

Objectives

  • Knowledge Alignment: the roadmap establishes a shared understanding of ecosystem challenges, opportunities, and good practices among entrepreneurs, policymakers, investors, and ESOs. It supports the improvement of information sharing, data use, and alignment with national development priorities.
  • Strategic Planning: the roadmap sets clear priorities and coordinated actions across six eco-system domains, enabling stakeholders to align policies, programmes, and market interventions for more effectively and sustainably support entrepreneurs.
  • Resource Mobilization: the roadmap provides a reference framework to optimise the use of financial, human, and institutional resources by identifying gaps, reducing duplication, and supporting coordinated investment and partnership opportunities.

Vision

The EER is to support the development of a more inclusive, coordinated, and resilient entrepreneurial ecosystem in Cambodia. By aligning eco-system actors around shared priorities and evidence‑based actions, the roadmap aims at enabling entrepreneurs and MSMEs to effectively progress from ideation to growth and scaling, contributing to sustainable economic development over the long-term.

EER in the Making

2022
Identifying the need for a coordinated ecosystem framework
Ecosystem actors convened under the Ecosystem Builder Network (EBN) to reflect on fragmentation and misalignment within the ecosystem, leading to a collective call for a structured roadmap to guide coordination and investment.
2023
Formalisation and analytical groundwork
Establishing a dedicated working group to oversee roadmap development. Conducting desk reviews, key informant interviews, focus group discussions, surveys, and programme-mapping to assess ecosystem dynamics, actor roles, and support across different stages of the entrepreneurial journey. 
2024
Consultation and validation
Conducting ecosystem consultations through EBN convenings to validate emerging findings, refine ecosystem challenges and opportunities, and structure recommendations across six domains. These consultations informed the consolidation of priority actions and impact pathways.
2025
Roadmap finalisation and launch
Finalised and officially launched the EER 2025–2035, presenting 19 recommendations structured across short‑, medium‑, and long‑term actions. The roadmap consolidated insights across the six ecosystem domains and established a shared strategic reference for ecosystem actors.
2026
Advancing roadmap operationalisation
The focus shifted from roadmap development to implementation. The regular EBN convenings, curated events, and Thematic Coordination Advisory Groups (TCGs) supported the roadmap operationalisation, which provide strategic and technical inputs to advance priority actions, strengthen coordination, and track progress across domains.

Curated Workshop: Advancing Collaborative Pathways for the Entrepreneurial Ecosystem Roadmap Operationalisation 
The curated workshop titled “Collaborative Pathways to Implement the Entrepreneurial Ecosystem Roadmap” was held on 12 May 2026 at the Business Development Centre of Khmer Enterprise. Convened under the joint banner of Give a Day and EBN, it brought together 52 participants, including 30 representatives from ESOs and 22 Ecosystem Builders.

EBN 13: Advancing Coordination for the Implementation of Cambodia’s Entrepreneurial Ecosystem Roadmap
The 13th Ecosystem Builders Network (EBN) meeting, held on March 5th, 2026, marked the next step in coordinating implementation of the Entrepreneurial Ecosystem Roadmap (EER) 2025-2035. Building on the progress achieved throughout 2025, including the official launch of the roadmap, the session focused on advancing coordination mechanisms, clarifying participation in the Thematic Coordination Advisory Groups (TCGs), and introducing tools that will support collaborative implementation in 2026.

Give a Day 31: Launching Cambodia’s Entrepreneurial Ecosystem Roadmap to Build Collective Action for Systemic Change
The 31st Give a Day event, co-hosted by Khmer Enterprise and Swisscontact Cambodia through the Enhancing Entrepreneurial Ecosystem and Investments (3Ei) initiative, took place on 17 September 2025. Marking a milestone for Cambodia’s entrepreneurial community, the event witnessed the launch of the Entrepreneurial Ecosystem Roadmap (EER) 2025 - 2035, a ten-year framework designed to guide coordination, investment, and inclusive growth across the ecosystem.
