Shaping a Sustainable Future: Swisscontact Supports the Consultation workshop for the SCP Roadmap 2026–2030 Development in Lao PDR

Vientiane Capital, 14 July 2026, to foster sustainable economic growth while safeguarding the environment, Swisscontact Lao PDR, through the Sustainable Consumption and Production in Lao PDR (SCP Lao) project, supported a two-day multi-stakeholder consultation meeting on 13 and 14 July 2026 at the DoubleTree by Hilton Hotel, Vientiane Capital.

The consultation served as a crucial platform to lay the groundwork for the upcoming National SCP Roadmap 2026–2030. The multi-stakeholder gathering was structured across two dedicated sessions:

  • 13 July: Engaging local Civil Society Organisations (CSOs), private sector leaders, and local businesses.
  • 14 July: Convening international development partners, INGOs, academic institution, and key donor agencies.

The outgoing SCP Roadmap 2022–2025 played a critical operational role in advancing Lao PDR’s 9th National Socio-Economic Development Plan (9th NSEDP) and the National Green Growth Strategy. Its primary ambition has been to decouple economic expansion from environmental degradation, a vital milestone as the nation prepares to graduate from Least Developed Country (LDC) status.

While the 2022–2025 phase established essential policy foundations, on-the-ground implementation faced macroeconomic hurdles, fiscal limitations, and technical capacity gaps. Consequently, realising national SCP goals requires strong, collaborative backing from both international partners and development actors.

To ensure the SCP Roadmap 2026–2030 is resilient, actionable, and aligned with the upcoming 10th NSEDP, international climate commitments, and Sustainable Development Goal 12 (Responsible Consumption and Production), this meeting shifted focus from policy drafting towards building long-term operational capacity, strengthening regulatory enforcement, and exploring blended finance mechanisms to ensure long-term initiative viability.

The multi-stakeholder discussions centered on three main pillars:

  • Review & Gap Analysis: Evaluating achievements, lessons learned, and implementation gaps from the 2022–2025 roadmap from the perspective of donors, local actors, and international practitioners.
  • Strategic Prioritization: Brainstorming priority interventions for 2026–2030, including Green Financing, circular economy expansion, and carbon credit mechanisms to support national LDC graduation goals.
  • Consensus & Framework Alignment: Establishing shared commitments for public sector capacity building, technical support, and robust Monitoring & Evaluation (M&E) systems tied to SDG 12 indicators.

The Consultation Meeting on the SCP Roadmap 2026–2030 marks an important step towards securing sustainable economic development for Lao PDR. By gathering perspectives from the private sector, civil society, government agencies, and international donors, the event established a shared commitment to move beyond policy formulation into tangible action.
