MLVT and LED Renew Partnership to Drive Digital Learning for TVET in Cambodia

The Ministry of Labour and Vocational Training (MLVT) and the Liechtenstein Development Service (LED) have renewed their cooperation to advance the digitalisation of Technical and Vocational Education and Training (TVET) in Cambodia. The partnership, entering its second phase, aims to institutionalise digital teaching and learning, contributing to a more modern, relevant, and high-quality TVET system nationwide.

Digitalisation is a transformative yet complex area that requires close coordination among multiple stakeholders. The DLM4TVET project aims to bring together a broad network of partners, including the Department of Standards and Curriculum (DSC) and the Department of Quality Assurance (DQA) of the Directorate General of Technical Vocational Education and Training (DGTVET) of the MLVT, Centres of Excellence (CoEs), TVET institutes under the MLVT, and private sector companies.

Through this collaboration, the project will continue to support DGTVET in supervising and coordinating the development of digital learning and teaching materials for the selected occupations, plumbing, motorcycle servicing and administrative servicing.

Following the successful completion of its first phase in March 2025, DLM4TVET Phase II will be implemented from April 2025 to December 2027. During Phase I, the project laid the groundwork for developing and integrating standard digital learning materials within Cambodia’s TVET system. It introduced and tested development processes, strengthened teachers’ capacities in creating and using digital content, and produced a range of instructional videos and interactive materials for selected occupations—now accessible to teachers and instructors across the country.

A key lesson from this first phase was the need for a clear institutional framework and mandate for the systematic development, validation, and management of digital learning materials. While teachers played a vital role in content creation, a more structured and sustainable mechanism is now required. Phase II will therefore focus on institutionalising the development process within DGTVET to ensure that standard digital learning materials, mainly for e-learning and blended learning, can be consistently produced, updated, and quality-assured as part of Cambodia’s evolving TVET system.

The DLM4TVET II project is implemented by Swisscontact, a Swiss non-profit organisation specialising in skills development and private sector engagement, with long-standing experience in Cambodia’s TVET sector.

The cooperation between the Ministry of Labour and Vocational Training and the Liechtenstein Development Service has been formalised through a Memorandum of Understanding, officially signed on 12 November 2025 in Phnom Penh.

Digital Learning Materials for Technical and Vocational Education and Training (DLM4TVET)
Digital Learning Materials for TVET II (DLM4TVET) supports the digital transformation of Cambodia’s Technical and Vocational Education and Training (TVET) system by strengthening institutions to develop and use high-quality digital learning materials. The project helps ensure that these materials are relevant, easy to access, and sustainably integrated into everyday teaching and learning. By improving the systems and processes behind digital content creation, and by training TVET teachers and instructors to use these tools effectively, the project ultimately benefits learners across Cambodia.
