Expanding the Digital Horizon for Industry-Education Synergy

Initial vocational education and training

As Indonesia’s manufacturing sector remains the backbone of the national economy, contributing 19.07% to GDP in the first quarter of 2026 and growing by 5.04% year-on-year, the need for a skilled and competitive workforce has become increasingly critical.

This notion is supported by the Minister of Industry, Agus Gumiwang Kartasasmita, who emphasized the development of competent and adaptive human resources to sustain manufacturing growth and enhance Indonesia’s global competitiveness, adding that collaboration becomes instrumental in achieving this goal.

Through the Swiss Skills for Competitiveness (SS4C) program, Swisscontact has played a pivotal role in bridging the gap between vocational education institutions and the needs of the manufacturing sector by facilitating structured collaboration.

"One of the main challenges today is the mismatch between education and labour market needs. The Industrial-Based Curriculum (IBC) directly addresses this challenge by aligning the curriculum with real industry demand."
Daniel Weibel, SS4C Program Manager from Swisscontact.

To further expand on this initiative, the Industrial Human Resources Development Agency (BPSDMI) under the Ministry of Industry, has introduced the IBC digital application on May 8th, 2026. A platform for more efficient planning, managing, monitoring, and evaluation of industry-based curricula, it allows industry partners to continuously ensure curricula remain relevant in a rapidly evolving industrial landscape. Through this application, other ministries and educational institutions are able to gain access to technical resources and opportunities for knowledge-sharing.

"This platform strengthens continuous collaboration between industry and education, making curriculum development more effective, efficient, and impactful."
Wulan Aprilianti Permatasari, Head of the Industrial Vocational Education Development Center (PPPVI).

Beyond digital innovation, SS4C facilitates direct engagement between companies and education providers. By embedding industry input throughout curriculum development and in strategic collaboration with the Ministry of Industry, the Ministry of Tourism, and the Ministry of Primary and Secondary Education, we create opportunities that ensure graduates are not only knowledgeable but truly job-ready. These public-private partnerships transform skills development systems, creating stronger alignment between training and employment, while supporting inclusive and sustainable economic growth.

Swiss Skills for Competitiveness (SS4C)
SS4C is to strengthen the incentives and capacities of public and private dual vocational education and training (dVET) providers at the micro- and meso-level so that the skills of graduates match the needs of industry, thereby improving small and medium enterprises’ (SMEs) productivity and contributing to more competitive SMEs in Indonesia competing on the global market.
