Development organisations around the world are facing a new reality: public funding is decreasing, while the needs of communities are growing more complex. For Swisscontact, this is not a setback; it is a turning point. Rather than scale back our ambition, we see this moment as an opportunity to sharpen our approach, deepen our impact, and reinforce our commitment to sustainable, locally led development.

Local Leadership is the Foundation of Lasting Change

Swisscontact’s work is grounded in a simple yet powerful principle: development must be guided from within. Our long-standing presence in West and North Africa, and more recent engagement in the Middle East, has shown us that true impact is measured not by the size of a budget but by the strength of local ownership.

This approach comes to life in Niger, where Swisscontact supported the design and integration of vocational guidance services for young people. Rather than applying a standard model, we worked closely with local governments, training centres, and education authorities to co-create a service that responded to real needs. Institutionalised since 2018, these services continue to support youth across the country - proof that when solutions are built with local actors, they last.

From Urgency to Opportunity: Supporting Resilience in Fragile Contexts

In regions such as the Sahel and the Middle East, where instability and crisis are part of everyday reality, Swisscontact meets needs with long-term development. Our work connects emergency response with skills development, job creation, and system strengthening, because resilience does not come from short-term aid alone but from the ability of communities to adapt, rebuild, and lead their own recovery.

In Lebanon, this approach is embodied by the SILA project. In the town of Taalabaya, youth renovated their public school as part of a hands-on, community-driven initiative. Amid severe economic and institutional breakdown, the project gave young people not only practical training but also a renewed sense of purpose and solidarity. “It was more than just renovation,” said Rayan, 18. “It was a way to show that despite the crisis, we can rebuild, rise again, and above all, do it together.”

Swisscontact does not operate in silos. We connect local actors, align with national strategies, and share tools and expertise across programmes. This cross-functional working ensures we build not just temporary solutions but pathways to stability, inclusion, and long-term impact.

Adapting to a Changing Landscape: New Partners, Shared Goals

As public funding becomes less predictable, new actors are stepping in with fresh energy and ambition. Mission-driven companies, philanthropic investors, and private foundations are looking to support initiatives that combine social purpose with economic relevance.

Swisscontact is well-positioned to guide and connect these efforts. With strong technical know-how and deep local roots, we create tailored solutions that meet both community needs and partner expectations.

In Lebanon, Swisscontact’s training support helped Marleine Youssef and the women-led cooperative Andket Pro expand their reach. “Training truly changed everything,” she said. “Now our products reach new markets, and we help other women grow the cooperative.” This is the kind of ripple effect that results when investment meets local initiative.
