The Skills for Employment Tanzania (SET) Project seeks to improve self-employment prospects among the youth through the contribution to improved access, relevance and quality of vocational skills development. Youth have difficulty finding employment due to limited access to skills training and a mismatch between available skills training and the needs of the labour market. Weak involvement of the private sector in the formal Technical and Vocational Education Training (TVET) system has resulted in a situation that does not respond to the specific practical skills needed. The poorly skilled workforce restrains the growth of key economic sectors and vocational skills development and requires expansion and improvement. The lack of locally available and relevant skilled resources is most evident in the agricultural sector that is the mainstay of Tanzania’s economy.
The Morogoro Vocational Teachers Training Centre is a key multiplier in the TVET system with a mandate to train TVET teachers. However, their ability to offer high quality training is lacking and their capacity in service delivery and management is weak. In addition, the poor institutional capacity and management of both public and private training providers is a persistent issue. Currently, few deliver skills training that address the employment challenges of poorly skilled young people, to help them move out of unemployment or informal low-skilled employment into decent work opportunities in their local labour market.

Le projet

This SET Project will directly respond to the challenges of unemployment and underemployment among the youth in Tanzania especially among women.It will support the Government’s efforts to resolve this key development challenge of low quality skills produced by the TVET system.It will contribute to the Sustainable Development Goal (SDG) of decent work and economic growth by increasing labour productivity, reducing the unemployment rate, especially for young people, and improving access to services and benefits that are essential components of sustained and inclusive economic growth.


The project will address the issue by improving Vocational Skills Development (VSD) training for young men and women in a systematic manner. VSD is a key factor for youth and woman to obtain access to employment and income. The project will focus on capacity building of partners, testing models and approaches for achieving scale, and ensuring that large numbers of skilled youth are trained and have access to services leading to decent employment opportunities. It will apply the principles and practices of the Inclusive Markets (IM) approach that will explore the limits and opportunities in-built in the existing Technical and Vocational Education Training (TVET) system.


The target group and eventual beneficiaries of the project are young men and women aged 15 – 24 years who are unemployed or in vulnerable employment. The project will attempt to reduce vulnerable employment for women by 76% and for men by at least 66%.

The project seeks to improve the prospects of self-employment among the youth through a sustainable and systemic contribution to improved access, relevance and quality of vocational skills development. This will be achieved through capacity building of key institutions and coordination between skills providers and private sector/market actors. The first project phase expects a benefit outreach of 5,000 youths (60% women).

Résultats

Results per 2021

  • 5 labour market assessments for the sub-sectors of biomedical, fish processing, ICT, fish farming, and general agriculture were supported.
  • 6 curricula for the Vocational Educational and Training Authority (VETA) and 1 training material for the training provider in the Morogoro region (informal sector) was developed as a result of the labour market assessment.
  • 32 labour market analysts from the Vocational Educational and Training Authority (VETA), the National Council for Technical Education (NACTE), the Tanzanian Private Sector Foundation (TPSF) and Sustainable Agriculture Tanzania (SAT) accessed gender and survey management training facilitated by the project.
  • 8 modules were developed to improve the skills of the trainers in Morogoro Vocational Teachers Training College (MVTTC) for active and interactive teaching in Competency-Based Education and Training (CBET), communication skills, curriculum interpretation in CBET, vocational pedagogy, assessment of learning in CBET, ICT in vocational teaching and learning processes, vocational teaching professionalism principles and workshop organization and management skills in vocation teaching and learning. This intervention was handled jointly with the Open University of Tanzania. 227 student teachers (27% female) accessed the training.
  • 39 trainers (59% female) participated in Training of Trainer (ToT) sessions on agribusiness, entrepreneurship, marketing, training program design and team building.
  • 6 technical training courses in post-harvest management, beekeeping, production, and marketing of probiotic yoghurt were developed and piloted by 3,845 youth (52% female).
