Digital Literacy Initiative Cambodia (angl.)

The overall goal of the Programme is to qualify youth for inclusion in the digital economy, by enabling the access to digital literacy education and closing the digital gap.  Through coding, the students learn to think critically and to solve problems when something does not work. Through developing applications to address practical problems in society, they gain leadership, communication, and project management skills. These competencies are important for future higher education and professional activities.

The Digital Literacy Initiative (DLI) is a two-year Programme (2024-2025) funded by The Dariu Foundation (TDF), in collaboration with Ministry of Education, Youth and Sports (MoEYS), and the Ministry of Labor and Vocational Training (MLVT) and implemented by Swisscontact. The overall goal of the Programme is to qualify youth for inclusion in the digital economy, by enabling the access to digital literacy education and closing the digital gap.  The Programme will work closely with the government at the national and sub-national levels. The relevant national institutes, the private sector, and development organizations are important partners.

The Programme

Given the priorities, DLI will focus on improving education for youth who intend to enter the job market within 1–2 years, thus students from (a) high schools and (b) Technical and Vocational Schools in two provinces, Siem Reap and Battambang.  DLI is expected to deliver the following areas of activities: 

  1. Capacity Development for Schools: Complement existing computer labs (for high schools), develop curriculum of coding and digital entrepreneurship, and offer professional development training for teachers. 
  2. Training for Students: Offer students basic level coding knowledge and skills through accessing coding courses. TVET school students will further enhance digital entrepreneurial skills to transform their inventions into a revenue generating activity.
  3. Establish and Strengthen Coding Clubs: Following the coding courses, assist the students to develop their own technology driven projects and participate in coding competitions. 
  4. Consolidate and Scale-up: All materials of the coding course, coding clubs, and digital entrepreneurship courses will be endorsed and available free of charge on public platforms for schools. Lessons learnt from implementing digital literacy education support will be shared publicly.

Programme Goals

  • Students who have participated in the Programme engage in productive wage employment, self-employment, entrepreneurship or pursue further education related to the digital economy.
  • After the end of the Programme, framework conditions are in place that allow high schools and Technical and Vocational Education and Trainings (TVET) schools to independently implement Coding Clubs and Coding Courses as a voluntary activity.

Expected results

  • 4 target high schools and 5 TVETs schools are enabled to implement coding classes, coding clubs and digital entrepreneurship training.
  • 1,200 Students in target schools gain basic level coding and entrepreneurial skills through accessing coding classes and entrepreneurship courses.
