The project facilitates the green employability ecosystem by linking training supply and demand, to contribute to economic recovery and growth and to green jobs in Bolivia. It focuses on young people aged 18 to 28 who access training at institutes and universities and respond to the demand of green businesses in La Paz, Cochabamba, Santa Cruz and Potosí. To this end, it strengthens the employability of young people in the green economy through youth employment opportunities and labour market intermediation mechanisms, to link them with the demands of the green business ecosystem.

The project seeks to strengthen an employability ecosystem in green businesses for vulnerable young people with technical training in green competences. It promotes green youth employment by increasing private-sector labour demand, working with companies committed to environmental sustainability.

It incorporates a gender equity approach through affirmative measures for young women and fosters technological innovation and the digitalisation of labour market intermediation. It prioritises the quality of green employment and facilitates labour market entry through work-based learning, mentoring and coordination with municipalities and companies.

It aims to improve young people's skills, strengthen the capacities of green businesses, create green employment certifications and link up with other initiatives to generate sustainable jobs.

The project

Strengthening the green employment ecosystem by linking training supply (technical and soft skills) with the demand of green businesses. The project is developed with a gender approach. A green employment certification system will be developed and the green business environment will be improved, promoting the sustainable creation and maintenance of green jobs.

To implement the project, it will work with training institutions (6 technical institutes and universities), strengthening young people with green skills, as well as with businesses (green businesses, businesses in the process of greening, or green start-ups), from which it seeks to capture demand for work placements and employment.

The three levels of government will develop the legal framework that provides support and sustainability for the actions generated. To support the ecosystem, the project will establish links with strategic actors: financial institutions and the Bolivian Institute for Standardisation and Quality (IBNORCA), with whom it seeks to strengthen green businesses.

Project goals 

  1. Facilitate the green employability ecosystem through coordination between the private sector, the public sector and civil society, to contribute to economic recovery and growth and to green jobs in Bolivia.
  2. Strengthen the employability of young people in the green economy through youth employment opportunities and labour market intermediation mechanisms, to link them with the demands of the green business ecosystem.
  3. Support economic recovery by boosting the green business ecosystem and green businesses, through the creation of business opportunities, improved working conditions and the promotion of inclusive public policies.

Expected results

  • 200 young people with green competences have jobs created, maintained or improved (20% women, 2% persons with disabilities).
  • 500 young people access work placements through the work-based learning (WBL) approach and mentoring.
  • 130 green businesses strengthened in business development.
  • 13 green businesses increase their business volume.
  • 4 labour market intermediation mechanisms developed or strengthened.
  • 10 green businesses with certified quality green jobs.
