Digital Learning Materials for TVET II (DLM4TVET) supports the digital transformation of Cambodia’s Technical and Vocational Education and Training (TVET) system by strengthening institutions to develop and use high-quality digital learning materials. The project helps ensure that these materials are relevant, easy to access, and sustainably integrated into everyday teaching and learning. By improving the systems and processes behind digital content creation, and by training TVET teachers and instructors to use these tools effectively, the project ultimately benefits learners across Cambodia.

The Project

Digital Learning Materials for Technical and Vocational Education and Training – Phase II (DLM4TVET II) is a two-year initiative (2025–2027) funded by the Liechtenstein Development Service (LED) and implemented by Swisscontact. The project is carried out in close collaboration with the Ministry of Labour and Vocational Training (MLVT), the National Technical Training Institute (NTTI), selected technical training institutes, development partners, NGOs, and private sector actors. DLM4TVET II supports the digitalisation of Cambodia’s TVET system by promoting digital learning and teaching practices, contributing to a more modern, effective, and inclusive vocational training landscape.

DLM4TEVT II is structured in three components to achieve the planned goal

  1. Institutionalising the Development of Standard Digital Learning Materials
    A dedicated Digital Learning Materials Unit (LMU) is being established within the Ministry of Labour and Vocational Training. This unit will lead the coordination, development, and continuous improvement of digital learning and teaching materials. To ensure quality and relevance, a strong quality assurance and approval process will be put in place - aligned with industry needs and national competency standards. The project also promotes stakeholder collaboration and knowledge exchange to drive innovation in e-learning and digital content. For long-term sustainability, strategic advocacy will support institutional financing, reinforcing the LMU’s role as a central pillar in the digitalisation of Cambodia’s TVET system.
  2. Development and Dissemination of Digital Learning and Teaching Materials
    As a fundamental step in the wider digital transformation of Cambodia’s TVET, the project will pilot the development of digital learning materials for selected occupations. This pilot phase will serve as a practical ground to refine the overall development mechanism and ensure its effectiveness prior to wider implementation. Following the pilot, the materials will be disseminated and made accessible via user-friendly digital platforms that support scalability and ease of access. This will allow all Cambodian TVET Institutes to benefit from high-quality digital resources, promoting consistency, inclusivity, and efficiency.
  3. Building Capacity for Effective Use of Digital Learning Materials
    To ensure the effective integration of digital learning into daily teaching practice across Cambodia’s TVET institutes, the project focuses on empowering school management and Digital Focal Persons (DFPs) as key enablers. DFPs have clearly defined roles and advanced skills in digital learning, enabling them to support their peers and promote the effective use of digital tools in classroom practice. A self-paced Training of Trainers (ToT) course will be developed to build teachers’ capacity in e-learning methods and the use of digital materials and tools. Ongoing support, including refresher training, will help sustain these efforts.

Expected Results Phase 2 (2025-2027)

  • A dedicated unit within DGTVET/MLVT oversees and coordinates the development, quality assurance, and distribution of standard digital learning materials, involving experts from both public and private sectors.
  • DGTVET/MLVT defines clear processes and roles for developing standard digital learning and teaching materials.
  • A national quality assurance mechanism to ensure digital materials meet quality standards and receive official approval.
  • Strong collaboration among the Ministry of Education Youth and Sport (MoEYS), the private sector, and development partners supports the digitalisation of TVET.
  • A standardised digital training course for TVET teachers and instructors, building on previous efforts and supports the use of digital tools in the classroom.
  • Refresher training empowers Digital Focal Persons (DFPs) and master trainers to support peer learning in their institutions.
  • Trainers and instructors at selected TVET institutes strengthen their skills in using new online learning materials.

Key Achievments Phase 1 (2023-2025)

  • An Advisory Working Group (AWG) on TVET digitalisation under DGTVET, formally established, comprising 27 members.
  • A training programme on e-learning and digital content development was implemented, reaching 61 digital focal persons and subject teachers from 20 Technical Training Institutes (TTIs).
  • Course and session plans were produced to ensure that digital materials align with structured lesson plans.
  • 35 instructional videos and 13 animations that are aligned with competency-based training were produced, covering Domestic Refrigerated Air Conditioning and Building Electrical Wiring.
  • Digital Competency-Based Learning Materials (CBLMs) were stored on YouTube and Google Drive for accessibility and structured according to lesson plans.
  • Teachers were provided with guidance on how to integrate videos and animations into their teaching. Platforms such as Google Classroom and ClassIn were tested for potential integration into TVET teaching methodologies.
  • 922 students (63 females) from 14 TVET institutions accessed the CBLMs.
