As Nepal’s digital economy grows, it presents significant opportunities for employment and entrepreneurship. However, many young people especially women and underrepresented groups remain excluded due to limited digital literacy, lack of market-relevant skills, and weak connections to the private sector.

At the same time, local governments and service providers often lack the capacity to deliver inclusive and future-oriented digital initiatives. Addressing these gaps is critical to ensuring that the benefits of digital transformation are shared equitably and that vulnerable youth are not left behind.

The CODE project addresses the challenges by building digital competencies, strengthening local ecosystems, and creating pathways for youth to actively participate in and benefit from the digital economy.

The Project

The CODE project is funded by the European Union and implemented by Swisscontact in partnership with Restless Development and the Robotics Association of Nepal. The project runs from January 2026 to December 2028 in Madhesh and Gandaki Provinces.

The project follows a systemic approach, working with public and private sector actors to improve access to digital skills and opportunities for young people. It focuses on three main areas:

  • Digital literacy and awareness: Strengthening the capacity of CSOs, training providers, and schools to deliver digital literacy and awareness programmes.
  • Skills development and employment: Supporting youth to acquire industry-relevant digital skills, access employment opportunities, and develop digital enterprises.
  • Governance and participation: Promoting youth engagement in digital innovation and policymaking and supporting local governments to adopt inclusive digital policies.

The project also facilitates linkages between youth and digital job platforms, co-working spaces, and financing opportunities.

Goals

  • Youths are enabled to enhance digital literacy and awareness for their safe, informed, and responsible participation in the digital economy.
  • Youth, particularly women and underrepresented groups, are enabled to acquire industry-relevant digital skills to access employment and entrepreneurial opportunities and to serve as ambassadors in the digital economy.
  • Local governments institutionalise youth participation in decision making and adopt/amend digital policies.
