The region's business landscape is marked by weak institutional coordination and a shortage of relevant services. This limits the ability of MSMEs to create value and to access formal and differentiated markets.

There is an ecosystem with emerging actors and sectors with potential, such as Amazonian agro-industry and sustainable tourism. Even so, the BDS market is still at an early stage. The supply of BDS is very limited and not very specialised. There are also no mechanisms that connect providers and MSMEs and give them incentives to offer or pay for these services.

In this context, the project is key to energising this market. It strengthens the capacities of local BDS providers and builds an environment that enables better business competitiveness.

The project

The project aims to energise the BDS market in Tambopata through a proof of concept that validates a service provision model adapted to the regional context.

The theory of change is that MSMEs can improve their competitiveness and sustainability if three things happen. Local supply is strengthened, demand is activated through incentives, and the provision of BDS is accompanied under real conditions.

What sets the project apart is that it integrates co-financing mechanisms and an adapted diagnostic as a starting point. It also coordinates providers, companies, innovation bodies and academia step by step.

The main stakeholders are CITE Productivo Madre de Dios and the Universidad Nacional Madre de Dios (UNAMAD), local professionals, the DER Madre de Dios and business associations. The direct beneficiaries in this proof of concept are 8 MSMEs and 4 bio-business ventures (sustainable agro-industry and nature tourism), as well as two business organisations.

The project's lines of intervention are:

  1. Analysis of the BDS market system in Madre de Dios. It identifies the main constraints and opportunities for energising this market. It also designs strategies that promote BDS capable of strengthening the competitiveness and formalisation of local MSMEs.
  2. Implementation of a BDS provision model in a controlled environment. It demonstrates the viability of the strategy by bringing together senior providers and local providers in training. It also allows continuous adjustments based on an ongoing assessment of real market needs. 

The activities are:

  • Identifying co-financing incentives for services relevant to MSMEs, such as diagnostics, training, and technical assistance in management and technical-productive aspects, aligned with commercial, productivity and financial goals.
  • Selecting MSMEs and organisations with potential for growth and value creation, with a focus on bio-businesses in sustainable agro-industry and nature tourism.
  • Strengthening the local BDS supply with experienced organisations and professionals who are willing to provide, or continue providing, improved and relevant services for MSMEs.
  • Rolling out BDS through the adapted application of the diagnostic, and designing and implementing improvement plans to close the gaps it identified.
  • Training local extension workers through a course on organic and regenerative agriculture for fruit trees, with input and technology providers taking part. This is based on a prior market analysis that ensures organic or regenerative practices are actually applied in the area.

Project goals  

To energise the business development services market in Madre de Dios by promoting a model of suitable, specialised services that respond to the needs of the region's MSMEs.

Expected results

By the end of the project, the following results are expected:

  • Improved MSME competitiveness: At least 80% of the MSMEs receiving training and technical assistance improve their business competitiveness index.
  • More and better services for MSMEs: The capacity of BDS providers in the region to serve MSMEs increases by 60%, through new services and/or improvements to existing ones.
