The Programme aims to support Colombia in its systematic efforts to improve the competitiveness of its private sector in the framework of the National System of Competitiveness, Science, Technology and Innovation and its Productive Development Policy.
"Colombia + Competitiva" follows a programmatic and systemic approach with clear ownership of the national and subnational entities and a significant contribution to their alignment and orientation towards common objectives.
Currently the government is developing an overarching Productive Development Policy that defines the country’s competitiveness objectives, such as increase in productivity growth, exports, investments and numbers of innovative firms. The main objective is to support the country in achieving sustainable growth, and to reduce poverty and inequalities among its population. One focus lies on improving competitiveness of sectors with potential to create productive and decent employment.
The programme supports a portfolio of projects in four sectors – tourism, cocoa, cosmetics/natural ingredients and sustainable construction building upon previous project experiences in the domain of private sector development and trade promotion as well as close consultation with Colombian partners.
At the impact level, the objective of the program is to support Colombia’s systemic efforts to improve the competitiveness of its economy and diversify its exports by strengthening its productive sector and creating a business enabling environment focusing at the subnational level.
At the outcome level, the program aims to achieve an improved policy dialogue between central and subnational government levels and increased competitiveness at the subnational level in sectors with high growth and employment potential that create decent jobs and income.
The program consists of the following components:
Reform Advisory Facility
This component will support Colombia’s National Planning Department (DNP) in identifying and addressing critical transversal competitiveness issues in Colombia, and support improved articulation and alignment of regulations among the three levels of government (national, departmental, municipal).
Sector specific development at sub-national level/ competitive fund scheme
In line with the national policy framework, this component aims at strengthening a limited number of strategic sectors at the sub-national level to leverage resources of national and regional actors from both the public and private sector. In consideration of growth and job creation potentials and links to Swiss expertise the programme concentrates on the following sectors: Cosmetics/Natural Ingredients, Tourism, Construction and Cocoa. Swisscontact plays an important role in establishing and managing networks and long term business partnerships with Swiss and international counterparts.
Exchange between components, policy dialogue and communication
The objective of this component is to support the know-how transfer between program components, taking advantage of the programmatic approach.
The main beneficiaries are the National Planning Department and the Ministry of Trade, Industry and Tourism (MINCIT), as well as line Ministries in charge of implementing the Productive Development Policy, for ex. Ministry of Agriculture. Secondly Commissions/chambers of commerce and their members (municipalities; departmental authorities; chambers of commerce; business associations; academia) representing the selected sectors. The ultimate beneficiary is the private sector and the population at large, who will benefit from better business and employment opportunities.
