Enhancing Competitiveness in Indonesia by strengthening intellectual property rights (ISIP)

The objective of the Indonesian - Swiss Intellectual Property Project (ISIP) project is to strengthen the use of intellectual property rights in Indonesia to contribute to higher competitiveness, add more value to Indonesian products, and positively impact Indonesia’s economic development.

A strong and well-balanced intellectual property system encourages investment in modern technologies, the building of strong local brands and technological innovation, all of which are needed to make Indonesian companies more competitive internationally. The ISIP project is aligned with the key socio- economic development priorities of the Government of Indonesia, in particular with the aims of modernising its industry and of narrowing the income gap between its rural and urban population.
Intellectual Property Rights (IPR) still have limited public awareness. Institutional constraints impede the effective enforcement of IPRs. The holders of IPRs have not yet fully exploited the potential of these rights. Promoting the use of those types of IPRs that allow Indonesia to capitalise on its internal strengths, such as geographical indications (GIs), or its creative industry is of particular interest to the Government of Indonesia.

The ISIP project was initiated at the request of the Indonesian Government to the Swiss Confederation and was successfully initiated in 2012.

The Project

The Indonesian government agencies DGIP and BEKRAF are one of the main beneficiaries of ISIP through direct technical capacity building. In addition, local small and medium enterprises (SMEs) and relevant associations such as Collective Management Organizations benefit from tailor-made workshops and training programmes, while other economic actors as well as the wider Indonesian public benefit indirectly through improved IPR services and increased quality and competitiveness of Indonesian goods and products.

Three examples of value gaining
ISIP supports three GI products: Amed Salt, Sikka Ikat, and Bajawa Arabica Coffee.

  • Trade fairs / GI Markets provide a unique opportunity for small GI producers to explain to a wider public why their products are special.
  • A specific training on packaging and labelling help Amed Salt GI producers to add value to their product.
  • After the registration of a product (e.g. Bajawa Arabica Coffee) as a GI, it is important to carefully assess the needs of the producers to provide tailormade trainings for market access.

The impact of the ISIP project also extends to more vulnerable segments of the population, such as rural communities, mainly through the use of GIs to market local specialties (support to GI producer associations).

Configuring geographical indications economically sustainable and supporting Indonesia’s creative industry is the aim of the ISIP project.
Selected thematic areas of high relevance to Indonesia include:

  • Further support the intellectual property expertise of the DGIP in examining patent applications and preventing IP disputes;
  • Provide advice to the revision of IPR policy frameworks;
  • Strengthen the capacities of the DGIP to provide internal trainings and external information to IPR users;
  • Provide advice on the use of IPRs for exports of creative industry SMEs, in cooperation with BEKRAF;
  • Support producers of GI value chain products with tailor-made trainings on market access, quality control, and organisational development; and
  • Build capacities of Collective Management Organizations



  • Facilitation of seminars: Intellectual Property for Start-ups; National Geographical Indications Seminar; Intellectual Property for SMEs in the digital world.
  • Bilateral counseling of Indonesian IP Consultants Association and Sahabat UMKM by Swiss experts for Intellectual Property
  • Facilitate and participated in trainings and events: Training of Trainers for Geographical Indications; the national Intellectual Property (IP) Fair; IP guideline book production; training on 'Settling IP disputes by Alternative Dispute Resolution'; training for design examiners; a business meeting between Walter Matter Coffee, Gemilang and GIs Producers Association and Bajawa Coffee
  • Market access study for Bajawa Coffee in Switzerland; facilitate the participation of Amed Salt at the Asia GIs training; promotion material production
  • Facilitated the Code of Practice book development and registration of 3 producers of GI value chain products as legal entities
