Regional Investment Support for Entrepreneurs (RISE)

RISE aims to create impact for the base of the pyramid through providing inclusive and sustainable technical assistance (TA) to small- and medium-enterprises (SMEs) with high potential for positive social and economic impact.

The Regional Investment Support for Entrepreneurs (RISE) project is a pilot funded by USAID and implemented by Swisscontact.

RISE operates within six ASEAN countries:
Cambodia, Indonesia, Laos PDR, Myanmar, the Philippines, and Vietnam.

Priority sectors include

  • agriculture,
  • clean energy,
  • health, and
  • water and sanitation.

RISE’s private sector partners and impact investors are Alterfin, Insitor, Nexus for Development, Phitrust Asia and UBERIS Capital.

The Project

RISE provides pre- and post-investment Technical Assisstance (TA) for social impact entrepreneurs through a pool of vetted consultants. The pre-investment TA is designed to support SMEs as they work to become investment ready and assist investors in building pipeline. The post-investment TA provides business support to social impact entrepreneurs who receive investment funds. This business support is meant to help mitigate risks for investors and support more resilient growth for social impact enterprises. It is also meant to help SMEs move from one round of funding to the next more successfully.

The RISE TA Facility is innovative as it integrates services in a “one-stop shop” and operates through an enterprise repayment model. This repayment mechanism delays payment for TA service to a pre-determined time in the future when enterprises have improved their cash flow, which is a key feature as SMEs are often cash constrained during the times when they most need TA services.

RISE is designed to be a platform through which additional donors can channel funds to support social impact entrepreneurs and investors. This creates flexibility in programming and allows RISE to take on new intervention areas as strategic market needs are identified, and funds become available.


RISE will begin delivering TA in 2019.
The three social enterprises receive TA called NatureWild, Natural Agriculture Village, and SmartAgro that are based in Cambodia.
