GWANI - Un sistema de formación profesional regulado, atractivo y orientado al mercado (ingl.)

The project aims to develop a regulated, attractive vocational training system adapted to the needs of the local market by associating the agricultural and semi-industrial private sector, and thus the integration into the labour market of young women and men aged 15 to 35, including the most vulnerable.

Many challenges remain to be met to promote the integration and employment of young people in Niger. The current training offer is still too disconnected from the real needs of the markets, with the private sector not being involved, or not being involved enough, either in the choice of courses and trades, or in the production of curricula and programmes, or the management of training centres and sites. This inadequacy leads to a major skills gap. Moreover, when they leave training, young people are still not sufficiently equipped to enter the labour market, with major inequalities, particularly for girls.

The objective of the GWANI project is therefore to respond to these different challenges by improving the match between the supply of vocational training and the needs of the labour market, by involving the agricultural and semi-industrial private sector more and by developing management mechanisms by public actors (minister, regional councils, town halls, specialised structures) and private actors (professional organisations, umbrella organisations, etc.) to ensure better coordination.

Objectives :

  1. The first axis aims to improve the vocational training offer and support for the employability and integration of young people by putting in place a mechanism that allows the actors in charge of steering the training offer to be informed and responsive to market trends and to the qualification needs of companies in the formal and informal sector with a view to readjusting the training offers. This will involve, among other things, the development of a national digital platform, regional employment commissions, a large involvement of the private sector (defined here as all formal and informal enterprises and their representation), etc.
  2. The second axis aims to improve the employability of young women and men by developing their skills in promising trades, particularly in the construction and public works sector, agri-food processing and new technologies. Here too, the private sector will be strongly involved and reinforced.
  3. Finally, the third axis aims to integrate vulnerable young men and women into the labour market with the implementation of a training offer particularly adapted to young people who are far from the labour market. More extensive post-training support will also be developed.

Outputs:

  • A mechanism that allows the actors in charge of steering the training offer to be informed and responsive to market trends and the qualification needs of companies in the formal and informal sector with a view to readjusting the training offers is put in place;
  • 7,200 young men and women in Dosso, Maradi and Niamey are being integrated into the construction and public works sector, agri-food processing and the N'Tics.
  • 12,700 vulnerable young people, including 6,000 in the regions of Tillabéri, Tahoua and Diffa and 6,700 via an education fund for Maradi and Dosso, have been integrated into the labour market.
