Ministry of Labor and Vocational Training signs cooperation agreement with Swisscontact

On 20 September 2018, the Cambodian Ministry of Labor and Vocational Training signed an agreement of cooperation with the Skills Development Programme (SDP), a project mandated by Swiss Agency for Development and Cooperation (SDC) and implemented by Swisscontact in partnership with Inbas.

His Excellency, Secretary of State Mr. Pich Sophoan and the SDP Team Leader, Michael Mechthold-Jin signed the agreement which forms the basis for cooperation in the fields of skills development, competency certification and the National TVET policy. The collaboration between the ministry and the project will help to align the SDP training with the Cambodian qualification framework and to pilot the assessment of skills through Recognition of Prior Learning (RPL). RPL helps job seekers to get their existing skills recognised on the labor market.

Before they signed the agreement H.E. Pich Sophoan and Mr. Mechthold-Jin discussed the priorities of Cambodia’s government in the context of the Sustainable Development Goals and the importance of human resources. They agreed that the SDP project can contribute to the country’s development by reducing the skills gap as well as the gap between the world of training and the world of work. The State Secretary highlighted the European model of "Dual Vocational Training" as a success story which should be adapted to the conditions in Cambodia.
