Nepal Vocational Qualifications System (NVQS)

In Nepal, 500'000 youths enter the labour market yearly but most of them remain un-or underemployed. Through the programme, the Ministry of Education and the Council for Technical Education and Vocational Training (CTEVT) will be supported to establish a National Vocational Qualifications (NVQ) Framework and a corresponding NVQ Authority to manage it. Learners and workers, especially from disadvantaged groups, will benefit from an improved vocational training qualification and skills certification system, thus increasing their chances for sustainable and decent employment.

The Project

The project's overall goal is envisaged as a key contribution to systemic changes in the Technical and Vocational Education and Training (TVET) system that will enable women and men including disadvantaged groups to get access to increased employment and self-employment and to perform at higher productivity levels. This, in turn, shall lead to higher income, enhanced livelihood and resilience, and thus combat poverty and promote inclusive growth.

The development of an adequate NVQ Framework and a corresponding NVQ Authority are consistently seen as key elements of the TVET reform process and the emerging TVET system of Nepal. The new NVQ F/A is foreseen to provide:

  • pathways of progression from informal short courses to the formal TVET programmes;
  • progression opportunities ("ladders") especially for disadvantaged youth with the lower level skills to higher levels and easy transitions ("bridges") between the pillars of the education system;
  • improving the quality and labour market relevance of TVET offers and expanding their coverage of the labour market and;
  • establishing equivalences with vocational qualification systems in overseas labour markets.

Results

The project will provide a comprehensive capacity development process, establish a decentralised system of service delivery and safeguard the quality of services through robust quality assurance and monitoring systems. The project will therefore both safeguard the quality of existing services (skills testing, development of occupational standards and curricula), and support the institution building to transform National Skills Testing Board (NSTB) into an NVQ Authority with the necessary autonomy, financial basis and recognition in the labour market. The NVQF/A will develop and manage vocational qualifications across the Nepalese economy and create interfaces to external labour markets (in neighbouring and labour importing countries).
